The City of Coos Bay is soliciting applications for the position of lateral or entry level Police Officers.  Lateral applicants would be eligible for a $2,500 hiring bonus ($1250 after being hired and $1250 after successful completion of probationary period.)  Starting salary for lateral hires may be negotiable based on relevant law enforcement experience.  Lateral applicants will automatically be awarded an interview and are not required to complete the NTN testing phase.  In addition, if a Lateral applicant is hired, they will receive 40-80 hours of sick leave, the amount will be based off of years of experience and at the Chief’s discretion.  A Lateral applicant may also be eligible for early release from probation depending on performance and at the discretion of the Chief.  Interested parties should submit a city application, police department supplemental application, resume, and letter of interest to the HR Office or by email to jspencer@coosbayor.gov

GENERAL STATEMENT OF DUTIES: Performs peace officer functions of law enforcement and crime prevention work including patrol and investigation.  Controls traffic, enforces state and local traffic regulations, and other ordinances and laws.  Works directly with citizens in the areas of criminal and civil law enforcement.  Incumbents in this position may be required to work rotating shifts and days off as designated or assigned.  Performs related work as required including planning and research.

SUPERVISION RECEIVED: Works under the direct supervision of a Police Sergeant or senior officer who assigns work details and reviews work for conformance to laws and departmental policies, rules and regulations. 

SUPERVISION EXERCISED: Supervision is not a normal responsibility of positions in this class.  However, assignments may include field training officer responsibility, supervision of police reserves and other volunteers, and shift supervisor in absence of a Sergeant.

TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties.  However, these examples do not include all the specific tasks which an employee may be expected to perform.  May be rotated to areas of special emphasis such as investigations, alcohol and accident reduction, crime prevention, reserve coordination, special tactics and canine training. 

  1. Patrols roads, residential and business areas of the City. Enforces traffic and criminal laws and issues citations or warnings to violators. Patrol school zones and high activity areas. Conduct security checks, checks for suspicious persons and vehicles.
  2. Responds to a wide variety of radio calls including thefts, juvenile complaints, burglaries, rapes, family disputes, barking dogs, loud parties, etc., and takes appropriate action. Performs minor first aid at scenes of accidents and directs traffic if necessary.
  3. Assists the public in answering inquiries regarding directions, laws and ordinances; aids stranded motorists; conducts vacation house checks; checks road conditions, street signs and street lights and reports defects; gives other assistance to the public as needed. Assist other agencies as needed.
  4. Makes arrests and issues citations when required. Handles and transports prisoners as called for by law. Prepares full and comprehensive reports on major and many minor activities within the officer's jurisdiction. Appears in court as a law enforcement officer or witness with prior work being done on the preparation of the court case in conjunction with superior officers and various attorneys.
  5. Investigates accidents and criminal complaints as assigned. Contacts victim‑witnesses‑suspects and handles evidence to conduct interviews and interrogation. Reports all pertinent information to supervisors.
  6. Performs vehicle maintenance and cleaning; participates in training; operates equipment such as computer terminal, radio, revolver and automotive vehicle.

Experience

NOWLEDGE, SKILL AND ABILITY: Knowledge of English language and spelling. Knowledge of self‑defense, restraint, crowd control and crisis are helpful but not required at the time of appointment. Knowledge in specialized areas is also helpful. Skill in speech communications. Ability to work independently and make sound decisions. Ability to learn a considerable amount of factual material such as laws, statutes, regulations, ordinances and procedures and apply this knowledge to the job. Ability to understand fairly complex oral and written instructions and act upon them accordingly; to deal courteously and firmly with the public, often in stressful situations. Ability to operate assigned equipment skillfully, safely and in conformance with applicable laws and regulations. Ability to prepare clear and comprehensive reports. Ability to establish and maintain effective working relationships with fellow employees and superiors, and to deal with the public in a firm but courteous manner. Ability to analyze situations quickly and objectively and to determine a proper course of action to be taken. Ability to learn and administer basic first aid.
